Residency & Citizenship

Mesa Community College is required to comply with Arizona Proposition 300. New guidelines from the State of Arizona explicitly state our responsibilities in establishing residency and eligibility requirements for all students seeking admissions, financial aid, and other college services. Download and print the guidelines handbook here.

Until you show proof of residency to the college we are required to charge out-of-state tuition prices.

To qualify for in-state tuition and state financial assistance students must provide documentation as proof of lawful presence in the United States. Acceptable documents include a birth certificate, an Arizona driver license or ID card issued after 1996, US passport, or official immigration papers. Students who successfully complete the Federal Free Application for Federal Student Aid (FAFSA) will not need to show additional proof of citizenship. Establishing Residency is a Two-part Scenario

Part 1: Verification of Citizenship due to Legal Status (Prop 300) passed 11/6/2006. The state is requiring students to submit the Student Declaration Form and documentation to the colleges and universities within Arizona to be in compliance. The Domicile Affidavit can be obtained at the Admissions and Records Office on the Southern and Dobson Campus or at Enrollment Services on the Red Mountain Campus.

Part 2: Verification of Residency for students establishing residency from out of state/out of country to in-state status. A Domicile Affidavit form and a combination of one year's continuous documentation submitted to the Admissions & Records Office on the Southern and Dobson Campus or at Enrollment Services Office on the Red Mountain Campus for review due on or before the first day of the semester.

Proposition 300

Passed by Arizona voters in 1996, it stipulates that college students who are not legal United States citizens or are without lawful immigration status must pay out-of-state tuition, and that persons who are not United States citizens and who are without lawful immigration status are not eligible for financial assistance using state money. The law requires that those who are not citizens or legal residents pay out-of-state tuition which is now $317 per credit hour. The in-state tuition rate is $84 per credit hour.
